Turkey and Russia agreed on 17 September 2018 to establish a demilitarized zone of 15-20 km, including parts of the governorates of Aleppo, Idlib, Hama and Lattakia. Under the agreement, Turkey had to withdraw the heavy weapons from that area and to withdraw the mercenaries till 15 October, but Turkey did not abide by the agreement and did not implement its provisions.
