On May 23rd, Russia and Turkey reached an economic and political consensus on opening the international road known as the M4 in the northern and eastern regions of Syria.
According to their claim, this aims to facilitate movement on the road between Tel Tamr district, 20 km northwest of al-Hasakah canton and Ain Issa district, 50 km north of the Syrian city of al-Raqqa.
The first convoy went on the road last May 25th morning, consisting of armored vehicles of the Russian military police, and some civilian cars that transported a number of people wishing to use this road after a break of more than 7 months.
The M4 road has been cut since the Turkish attack on the northern and eastern regions of Syria on October 9th of last year as a result of violations committed by Turkey's mercenaries and the so-called "Syrian National Army" on this road, the most prominent of which was the incident of targeting the Secretary General of the Future Syria Party, Hevrin Khalaf.
"Finding a solution to this issue is a message from the occupied countries"
The Syrian opposition and political analyst Ghiath Naissa spoke about that saying: "The announcement of opening this part of the road that basically links between al-Hasakah and Aleppo is an intensification of the reality of the situation in Syria. On the one hand, it required long-months negotiations between Russia and Turkey to open this part until the latter agreed, as well as allowing this part of the road to be opened requires American in addition to Russian and Turkish participation."
He added: "The solution to this small issue is in a sense an expression of the balance of powers among the intervening states and a message from them, which may be indirect, that any solution in our country requires the agreement of these countries."
"The Russian insistence on opening the road caused by the economic crisis"
On the reasons and purpose of those parties to open the road, Naissa said: "The Russian insistence on opening this road is the terrible economic crisis that the regime is suffering and the living catastrophe of the people who reached the point of starvation, which may push them to revolt against a regime that causes their death and impoverishment, as there is an urgent economic need to open this road for the Russians and the regime, but the link between Aleppo and Latakia from this strategic road is still closed, and the Russian-Turkish agreement to open it has not been implemented yet as a result of the Turkish procrastination and its mercenaries.
"The Syrians’ fate is adhered to by international fights competing with each other"
Naissa noted that "this event is an intense picture of the Syrian reality and the fate of the Syrians being adhered to by regional and international antagonisms that compete and are compatible with each other without any consideration for the interests of the Syrians, which urgently raises the need to unify the Syrian democratic and social forces on goals based on good, freedom, peace and independence, and return the Syrians their country, sovereignty, and future."
The M4 international road is not witnessing use by the people of the region despite the passage of days on this compatibility between the Turkish occupation and Russia, given the fear of the people of the mercenaries’ violations, targeting this road, and the violations that they committed previously, in addition to what the Russian and Turkish patrols witnessed previously in Idlib area.
"Compatibility of interests and earning greater negotiating papers"
On the other hand, Talal Mohammed, the Co-chair of the Kurdistan Democratic Party said that reopening the M4 international road is a consensus of the interests of Turkey and Russia, and an attempt to win greater negotiating cards, each according to its interests in the region.
He added: "If Russia was concerned about the situation of the Syrian people, it would have worked to find a solution to the Syrian crisis, which had worsened after 9 years. I believe that there are several scenarios related to the Russian-Turkish interests, and each party wants to have several cards to negotiate in the future."
He pointed out that Russia, in agreement with Turkey, is working on several scenarios, the first of which is to increase the bargaining chips of their negotiations, expand the influence of the Syrian regime in northern and eastern Syria, and also the attempt to control the vital main road linking the Iraqi border with the Syrian coast to reduce the burden on the Syrian regime from the Caesar Sanctions Law suggested by America, as well as the attempt to expand its influence at the expense of regions from which American forces withdrew.
As for the Turkish objectives of this agreement, he explained: "Turkey also has interests from this agreement, which will affect the understandings and agreements concluded with regard to Idlib which is under the control of the Turkish occupation. With this agreement, the burden on the mercenary factions in Idlib will be reduced, which will give Turkey more time in supporting its terrorist factions after it was in great trouble in Idlib."
"This agreement, like all other agreements, will continue according to the interests of states"
Talal Mohammed believes that "this agreement, like all other agreements, will continue with the interests of these countries, and it is better to agree on limiting the crimes committed by the Turkish-linked factions."
The Co-chair of the Kurdistan Democratic Peace Party, Talal Mohammed, concluded his speech saying: "It is better to limit Turkey's support to the terrorist factions and terrorist operations committed in the areas occupied by Turkey, and there will be no agreement, stability, peace, and political solution except after removing all armed factions from the regions it occupied, taking the Turkish occupation army in the forefront."
