The Deputy Co-Presidency of the General Council of the Autonomous Administration NE Syria, Fatima Khalil said that the new social contract will address problems that were not addressed in the basic Charter of the Autonomous Administration.

The expanded committee for drafting the Social Contract Charter held a meeting on the 4th of December over the course of 4 days, where some articles were amended after agreement and voting by the members of the committee.

Finally, the draft of the social contract was presented to the General Council to vote. She said, "The new social contract aims to distribute competencies within the structure of AANES to adopt a system of administrative decentralization, and empower all components of society to participate in administration."

She pointed out that the social contract "contained articles relating to the Women's Coordination and the Women's Council for Social Justice, and some articles were approved to recognize the Women's Council for NE Syria as the legitimate representative of all women. Articles were also included protecting the rights of children, and women's to legitimate defense."

Fatima Khalil noted that amending the general principles of the social contract requires the approval of the People’s Councils in the Autonomous and Civil Administrations, and two-thirds of the members of the Democratic People’s Council of North and East Syria.

while the other articles can be amended with the approval of the people’s councils in the administrations, and one-third of the members of the People’s Democratic Council of North and East Syria.
