Co-chairman of the Executive Council of the Autonomous Administration of North and East Syria, Riyad Al-Hifil started his speech saying" AANES holds its responsibility to protect ISIS mercenaries and their families and securing all their needs without helping from any state."
Adding that AANES is exposed to severe siege from neighboring countries, the last of which is the close of Tal Kocher Crossing that has burdened AANES economically, as it hosts more than one million refugees, thousands of ISIS elements and their families.
"Why were they not returned (the mercenaries) to their countries and tried there? Why was an international court not established in this region to try them for the crimes they committed in the region,"Al-Hifil wondered.
"We have repeatedly called for such mercenaries to be held accountable in their own countries and in accordance with the laws of their own countries, but not all claims have been taken into account. If they cannot take them to their countries, let them set up an international tribunal in the north and east of Syria and hold them accountable in the territory where they committed the crimes. "
He pointed out that the responsibility of preserving ISIS mercenaries and their families and bringing them to justice is not only a problem of AANES, but of all the States to which they belong.
During his speech warned from fleeing ISIS detainees amidst the repeated Turkish attacks on the region, saying" Turkey and its gangs continue in their shelling on border strip, they are very close to ISIS prisons, and this is in their interest, because Turkey supports them and would like to release them from prisons to use them for its interests in Syria and outside Syria."
He concluded his speech appealing the UN and Security Council to take firm decisions, and decisions that are implemented on the ground regarding ISIS issue, to avoid the danger of ISIS again in Syria and Iraq.
