Daly: Constitutional committee emerged due to Astana guarantors, Guterres violated international resolution

UN Secretary-General Antonio Guterres announced on Monday the formation of the Syrian Constitutional Committee without representatives from the north and east of Syria, where more than 5 million people live, days after the meeting of the "Astana guarantors" in Ankara without the presence of representatives of the Syrian people.

This comes amid talk about future disagreements about the mechanism of its work, where the regime refuses to rewrite the constitution or other amendments to the political situation in the country, which raises questions about the future of this committee, and to try to understand the motives and implications of this step talked about that expert and political analyst Khurshid Daly to Hawar news agency (ANHA).

The Committee's lists put us before the unfortunate facts and Guterres contravened the previous international resolution

Khurshid Daly started by saying that "the formation of the constitutional committee is an important step to move the Syrian crisis to a new stage, from the military option phase to the search for political solutions, but it is clear that the composition of this committee has been subject to regional and international calculations and not the will of all segments of the Syrian people. In the names of the three lists representing the regime, the opposition and civil society, we are faced with an unfortunate fact: the exclusion of the active forces in northern and eastern Syria, namely the Autonomous Administration, the Syrian Democratic Council and some other forces in the region, where the areas under the control of these forces constitute nearly thirty percent Syria is an area, where live about five million Syrians. "

It also refuses to link the conclusions of the committee's work with the government institutions in Damascus, the regime believes that the Committee had nothing to do with political change while the opposition believes that this is at the core functions of the Committee, and the Committee's work contains a large ambiguity at the level of topics, tasks, mechanisms, schedule and other key issues for the success of the work of the Committee. "

The committee is the outcome of the interests of the guarantors of Astana, so the Kurds were excluded

Concerning the exclusion of representatives of the peoples of the north and east of Syria, especially the Kurdish people, from this committee which is studying the constitution of the country, Khurshid Daly said, “This constitutional committee is the result of a Russian-Turkish-Iranian consensus. It is noteworthy that the announcement of the completion of this committee came at this summit, a week before the announcement of the Secretary-General of the United Nations, which confirms the role of these three countries in the composition of this committee, and fixed in the consensus of these States is interests first and last, The constant in the consensus of these countries is interests first and foremost, and also fixed that their interests focus on policies and transactions, not the rights of peoples, when it comes to the rights of peoples, it must be said that the interests and agreements of these countries have always been at the expense of the Kurdish people and their legitimate aspirations. Especially that Russia and Iran are pursuing Turkish policy in terms of bilateral interests and differences with the US administration, Therefore, it is not possible to say that the composition of this committee took into consideration the aspirations of the Kurds as a basic and historical component of the Syrian people based on the above mentioned factors.

"Here we must point out that the Kurds themselves are responsible for this situation, because of their divisions and the lack of arrangement of their internal house, and even bet some of them on regional powers," he said. As is the case with the National Council in the Syrian opposition coalition, which uses the Turkish regime as a political reference in dealing with the Kurds and their rights, I ask the Council what will it gain from its membership in the coalition as long as its presence in the committee is almost zero?    

Lack of representation of AA is not the end of the road because this committee will not achieve success

Concerning the statement of the Autonomous Administration in North and East of Syria and declaring it not concerned with a constitution that does not participate in its drafting, Khurshid Daly said "The AA formed as a result of the vacuum created in northern and eastern Syria by the war and the need to defend the region against ISIS and other terrorist organizations, It succeeded in organizing the affairs of that region and managing the relationship between its components, and provided a subjective political experience regardless of the pros and cons ...   This administration believes that it has the right to participate in the drafting of any Syrian constitution to accept it, because this guarantees its right to participate in Syrian political life.

"When it is excluded from the committee because of a regional factor, specifically the Turkish veto, it is natural for this administration to say that it is not concerned with the results of this committee, although this may increase the pressure on it, but the above does not mean the end of the road," he said. Remains very important in the next stage, especially that the expectations indicate that this committee will not achieve the desired in light of the differences and contradictions in the visions and many obstacles that stand in the way of first, and secondly should be carefully monitored the American position on the work of this committee, especially in light of the US insistence that Geneva is the only reference to resolve the Syrian crisis."
